TSMC's Phoenix campus is a construction market, not a state licensing office. The company says the Arizona investment has grown from $12 billion to $265 billion, with six logic fabs, two advanced packaging plants, and an R&D center underway, and a July 2026 announcement of still more. IBEW Local 640 is the Phoenix inside hall. On 20 Sep 2026 GoHereBro counted 54 open positions there, led by Rosendin journeyman wireman calls.
Arizona does not issue a statewide journeyman electrician license. The Registrar of Contractors licenses the contracting company (C-11 commercial, R-11 residential, CR-11 dual). You work as an employee of a licensed contractor on a Local 640 referral. That is the confusion to settle before you Google "Arizona electrician license" and stall the trip. - Local 570 Tucson is a different hall. TSMC work is 640's jurisdiction.
What TSMC has actually built
From TSMC Arizona's official site, verified 21 Sep 2026:
- First fab: N4 high-volume production started Q4 2024.
- Second fab: structure completed in 2025. N3 volume targeted for the second half of 2027.
- Third fab: groundbreaking April 2025 for N2 and A16, volume by the end of the decade. Phoenix Mayor Kate Gallego's office published a 5 May 2026 topping-out ceremony for Fab 3.
- Fourth fab and first advanced packaging fab: initial construction started in early 2026.
- Campus: over 1,100 acres. First three fabs described as 6,000 direct high-tech jobs plus construction and supplier work.
- July 2026: TSMC announced additional investment that it says brings the Arizona total to $265 billion.
A topping-out or a press release is not a referral. Tool-install, facilities, and follow-on buildings keep electrical work in the pipeline after structural steel. Only the hall board proves a start date.

ARS Title 32, Chapter 10 is contractor licensing. Employees of a licensed electrical contractor doing that contractor's work are not themselves ROC licensees.
Some Arizona cities have run their own trades credentials in the past. Read the call. If a posting names a city card, get that card. Do not invent a statewide JW that ROC does not sell.
ROC applications and C-11 exam notes live at roc.az.gov/applying-for-a-license. That path is for qualifying a company, including the optional NASCLA electrical exam in lieu of the Arizona trade exam ($116 to PSI, per ROC). It is the wrong line at the wrong window for a traveler taking a Rosendin call.

Where to sleep
- Get a referral or a same-week dispatch read before you sign a month in north Phoenix.
- For a confirmed TSMC-area call, look at north Phoenix, Anthem, New River, and the I-17 / Loop 303 pocket. Downtown Phoenix to Dove Valley in pre-dawn traffic is a tax.
- The hall is on 7th Street, miles south of the campus. Do not room next to the hall "to be close to dispatch" if the job is at 5088 W. Innovation Circle.
- Summer heat is the working condition. Water, shade, and a room with working A/C matter more than being near a downtown bar.
